Indonesia ATR/BPN land administration reforms

The Indonesian Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has initiated several programs to reform land administration and spatial planning.

Initially, the ministry proposed nine cooperation programs to the Lampung provincial government to strengthen the regional economy and improve public service quality. Subsequently, the ministry expanded its focus to include national energy security and broader service efficiency. To support Pertamina in achieving energy independence, the ATR/BPN is working to ensure spatial planning certainty, land availability, and the resolution of land disputes. Minister Nusron Wahid also announced efficiency targets, including a 12-day window for scheduled land measurement and a 10-day period for the transfer of rights, with scheduled measurement already implemented in 400 of 483 land offices.

Recent developments show the ministry is further integrating these reforms into social and renewable energy sectors. In collaboration with the Ministry of Housing and Settlement Areas, a new program aims to provide free land certification for low-income communities to ensure legal asset certainty for affordable housing. Additionally, the ministry’s role in supporting geothermal energy development through land acquisition for National Strategic Projects was recognized with an ‘Outstanding Government Collaboration’ award from the Ministry of Energy and Mineral Resources. Deputy Minister Ossy Dermawan emphasized that spatial planning certainty is essential to balance energy infrastructure development with other national needs, such as food self-sufficiency and housing.
