Indonesia's Energy Minister Bahlil Lahadalia Announces Coal Blending Rule and Rules Out Power Cuts

The Ministry of Energy and Mineral Resources (ESDM) issued Ministerial Regulation No. 6/2026, tightening oversight of coal blending. Under the rule, mining companies must obtain approval from Minister Bahlil Lahadalia before blending coal to meet specific specifications, and must submit detailed documentation, quality test results and simulation data on calorific value, sulfur, moisture and ash.

In a separate statement, Minister Bahlil confirmed there are no plans for electricity load‑shedding. He said the government has reviewed strategies to ensure reliable power supply, highlighted a shortfall of about 20 million tonnes in the 154 million‑tonne annual coal requirement for PLN, and formed a procurement team involving PLN, the Directorate General of Minerals and BPKP to address the gap.
