Indonesia's Home Ministry Reinforces PPPK Civil Servant Status

The Ministry of Home Affairs (Kemendagri) issued Letter No. 900.1/5044/SJ, signed by Secretary General Tomsi Tohir on behalf of Minister Tito Karnavian, to clarify that employees hired under the Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) scheme are to be treated as civil servants (ASN). The letter instructs local governments that cannot meet salary expenditures for their staff to report the situation to the central ministry via a designated online link, with submissions accepted until Monday, 6 July 2027, 12:00 WIB. Local officials, such as Susiyanto, head of the PPPK Forum in Jember, described the letter as a definitive guideline for PPPK remuneration.

The directive also urges municipalities to submit technical PPPK data and part‑time (P3K) staff information, aligning with recent regulations (Permen PANRB) that provide a legal framework for part‑time and honorary PPPK appointments.
