Indonesia's Komdigi issues new regulations for digital content takedown
The Indonesian Ministry of Communication and Digital (Komdigi) has released Ministerial Decrees (Kepmen) Number 127 and 128 of 2026 to clarify the mechanisms for handling digital content. These regulations establish specific timeframes, criteria for content removal, and oversight mechanisms for Electronic System Providers (PSE), particularly those hosting user-generated content.
Under Kepmen 127, digital platforms must respond to Komdigi notifications within 12 hours for urgent content and 24 hours for non-urgent content. If a provider fails to respond, the ministry may issue an access termination order via the Content Moderation Compliance System (SAMAN). Once an order is received, platforms are required to act within a maximum of 4 hours for urgent content and 24 hours for non-urgent content.
The decrees target disinformation and hate speech categorized as content that disturbs public order or national security. Komdigi stated that these rules aim to make digital content enforcement more measurable and accountable while protecting the right to legitimate public expression.
