Indonesia digital content regulation and monitoring

Overview

The Indonesian Ministry of Communication and Digital Affairs (Komdigi) has initiated efforts to address problematic digital content. Initially, the ministry raised concerns regarding AI-generated mini-dramas on social media, which Deputy Minister Nezar Patria stated often contain pornography, sexual violence, and elements of online gambling. Komdigi proposed collaborating with social media platforms through shared dashboards and coordinating with the Film Censorship Board to monitor illegal content and over-the-top services.

Following these concerns, Komdigi issued Ministerial Decrees Number 127 and 128 of 2026 to formalize content moderation. These regulations establish specific timeframes for Electronic System Providers to remove content, requiring responses within 12 hours for urgent matters and 24 hours for non-urgent matters. The ministry also introduced the Content Moderation Compliance System (SAMAN) to issue access termination orders if providers fail to comply. These decrees specifically target disinformation and hate speech that may disturb public order or national security.
