Indonesia's National Narcotics Board considers vape ban amid drug contamination
The Indonesian National Narcotics Board (BNN) is tightening supervision of vape shops and electronic cigarettes following the discovery of widespread narcotics contamination in liquid samples. Testing conducted through May 2026 revealed that 517 out of 546 examined vape liquid samples tested positive for narcotics, including THC, cocaine, MDMA, methamphetamine, and etomidate.
In response to these findings, the BNN has proposed a total ban on electronic cigarettes via Presidential Regulation as a policy option. The agency is currently engaging in inter-ministerial discussions to conduct a comprehensive study on the matter.
Authorities are particularly concerned about the evolving methods used by smugglers, who disguise liquid narcotics in oil containers or ordinary bottles to evade detection at ports. There is also a strategic concern that Indonesia could become a regional hub for illegal distribution following Singapore's total ban on e-cigarettes. The BNN has urged the Food and Drug Authority (BPOM) to conduct regular audits of vape shop licenses to curb the circulation of illegal substances.
