The Indonesian government is facing increasing scrutiny over the regulation of alternative tobacco products and e-cigarettes. Initially, industry representatives and consumer advocates raised concerns regarding proposed standardized packaging regulations under Government Regulation Number 28 of 2024. Stakeholders warned that uniform packaging might obscure essential information like nicotine levels and manufacturer identity, potentially violating consumer protection laws and making it harder to distinguish legal products from illegal ones.
The regulatory landscape intensified following reports from the Indonesian National Narcotics Board (BNN) regarding narcotics contamination in vape liquids. Testing conducted through May 2026 indicated that a vast majority of examined samples contained substances such as THC, cocaine, and methamphetamine.
In response to these findings and concerns regarding smuggling methods, the BNN has proposed a total ban on electronic cigarettes via Presidential Regulation. The agency is currently conducting inter-ministerial discussions and has urged the Food and Drug Authority (BPOM) to increase audits of vape shop licenses to prevent the circulation of illegal substances.
