Indonesia's Regional Law Offices Harmonize Local Regulations

The regional offices of Indonesia's Ministry of Law and Human Rights are conducting legal harmonisation programmes in several provinces. In Central Kalimantan, the Kanwil Kemenkum office worked with Murung Raya Regency officials to round and finalise four draft regional regulations covering long‑term and medium‑term development plans, aiming to improve the quality of local statutes and public services. Meanwhile, the Kanwil Kemenkum office in the Bangka Belitung Islands reviewed and sharpened criminal provisions in regional regulations after the adoption of the new national criminal code (KUHP) and the 2026 Penal Adjustment Law. Head of the Bangka Belitung office, Johan Manurung, stressed that penalties must be clear, proportional and applied only as a last resort, with administrative and restorative measures preferred. Both programmes involve training statutory drafters and are part of a broader effort to ensure local regulations are consistent with national law and provide legal certainty for citizens.
