Infrastructure projects face delays and debt challenges in Australia and Indonesia
The Victorian government has announced a second delay for the Brunswick elevated railway project, pushing the expected completion date to 2033. Officials stated the postponement is intended to save approximately $686 million by aligning the skyrail construction with the duplication of the Upfield line. A portion of the diverted funds will support an $80 million study into duplicating the northernmost section of the Upfield line between Gowrie and Upfield stations to address service bottlenecks.
In Indonesia, the Whoosh high-speed rail project faces significant financial challenges, reporting annual operating losses between Rp4 trillion and Rp5 trillion. The project is struggling with passenger numbers that are only half of the target. To manage the debt owed to the Chinese government, the Ministry of Finance is evaluating three schemes to restructure the debt and take over shares from the Pilar Sinergi BUMN Indonesia consortium. Potential options include transferring shares to the Indonesia Investment Authority or forming a new joint venture with Sarana Multi Infrastruktur.
