INPS introduces incentives for hiring mothers of three children and stabilising under‑35 contracts
The INPS issued circular n. 82 on 29 July 2026 to activate a contribution exemption for private employers who hire women mothers with at least three minor children who have been unemployed for at least six months. The exemption covers 100 % of the employer’s social‑security contributions up to €8 000 per year, calculated monthly, and excludes INAIL premiums. The benefit lasts 12 months for temporary contracts, 18 months if the contract is later converted to permanent, and 24 months for direct permanent hires. Domestic‑work and apprenticeship contracts are excluded. Employers must submit applications online through the INPS portal using the ELM3 form.
A second measure, announced in INPS message n. 2518, provides an incentive for stabilising contracts of workers under 35. It applies to conversions to permanent contracts made between 1 August and 31 December 2026, provided the original temporary contract began by 30 April 2026 and did not exceed 12 months in duration. The incentive grants an exemption of up to €500 per month per worker for the conversion. The Labour Minister Marina Calderone said the two interventions aim to improve job stability, increase labour market inclusion and support natality.
