Israel INSS warns settler violence is a strategic threat
The Institute for National Security Studies (INSS) has issued a rare strategic alert, warning that rising violence by Jewish settlers against Palestinians in the West Bank poses an existential threat to Israel. The think tank describes the phenomenon as ‘Jewish terrorism’ that undermines the rule of law, weakens state institutions, and threatens Israel’s democratic character and international standing.
Security data indicates a significant surge in nationalist crime. In the first half of 2026, 660 incidents were recorded, representing a 63% increase from the latter half of 2025. These attacks resulted in the deaths of six Palestinians and injuries to 140 others. The violence has also impacted Israeli security forces; settlers conducted 45 attacks against soldiers and police officers during the same period.
The report highlights that the military is being diverted from other security duties to manage these confrontations. In some brigades, Jewish nationalist crime accounts for up to 80% of log entries. Furthermore, the INSS noted a lack of political support and effective legal enforcement, stating that approximately 94% of investigation files for ideologically motivated offenses by Israelis in the West Bank between 2005 and 2025 were closed without an indictment.
