United States imposes sanctions on International Criminal Court
The Trump administration has announced a series of sanctions against the International Criminal Court (ICC), aimed at restricting the institution's financial operations and ability to function. U.S. Secretary of State Marco Rubio characterized the ICC as a “rogue court,” stating that the administration would act to prevent the prosecution of U.S. citizens.
ICC Deputy Prosecutor Nazhat Shameem Khan reported that while the court's investigations, including those related to Gaza, are making “significant progress,” the sanctions are already impacting staff. Some employees have encountered banking difficulties as financial institutions “over comply” to minimize risk. In response, the ICC is attempting to insulate itself by switching software from Microsoft to European alternatives and negotiating new arrangements for banking and health insurance.
The sanctions follow tensions regarding the ICC's jurisdiction. While the U.S. and Israel are not parties to the Rome Statute, the court maintains jurisdiction over offenses committed on the territory of member states, such as Palestine and Afghanistan. The administration has previously pressured the court to drop investigations into Israeli leaders and U.S. military actions in Afghanistan.
