Building on these individual sanctions, the Trump administration is preparing extensive measures that could target the ICC as a whole. According to reports from the Wall Street Journal and other U.S. officials, the proposed restrictions aim to isolate the Hague-based institution from the global financial system by prohibiting most financial and commercial transactions involving the ICC and cutting off its access to U.S. dollar-based settlements.

These measures could severely disrupt the court’s operations, including its ability to pay staff, hire investigators, and procure essential services such as IT and insurance. The plan reportedly includes a six-to-seven-month grace period before the sanctions take effect, with a decision potentially reached during the upcoming UN General Assembly in New York. U.S. Secretary of State Marco Rubio has advocated for policies to dismantle the ICC, citing concerns regarding its jurisdiction over American citizens and Israeli officials. The European Union has expressed support for the court's independence, stating that such sanctions undermine its ability to function.
