International students shift destinations amid rising visa uncertainty

International students are increasingly reconsidering traditional study-abroad destinations due to tightening immigration policies, rising costs, and visa uncertainty. A 2026 Navitas Agent Perception survey involving 870 agents across 64 countries indicates that 80 percent of agents believe awareness of visa rejection rates in major English-speaking nations is discouraging applications. Furthermore, 76 percent of agents noted that students with strong academic and financial profiles are shifting toward countries where visa approval is perceived to be more certain.

In the United Kingdom, Home Office data for the year ending August 2026 showed a 16 percent decrease in sponsored study visa applications from primary applicants, totaling 360,700. During the year ending June 2026, the UK granted 82,523 sponsored study visas to Indian students, a similar percentage drop from the previous year. Additionally, UK monthly maintenance requirements are set to increase on November 30, 2026, to £1,570 for students in London and £1,203 for those outside the capital.

Other major destinations are also implementing restrictions, such as Canada capping study permits at 408,000 for 2026. Experts suggest that students should now shortlist multiple countries and plan 8 to 12 months in advance to mitigate the risks associated with rapid changes in immigration policy.
