In Canada, the language education sector is in a “state of crisis,” with enrollment dropping 13 per cent in 2025 following federal caps on international study permits. For 2026, Canada has capped study permits at 408,000.
The United Kingdom has seen a sustained reduction in sponsored study visas. Home Office figures for the year ending August 2026 show a 16% decrease in applications from main applicants, falling to 360,700 from 449,800 in the previous cycle. Applications from student dependants fell by 22%, and the traditional August application peak weakened, with August 2026 figures dropping to approximately 99,500 from 120,300 in 2025. Additionally, the UK granted 82,523 sponsored study visas to Indian students during the year ending June 2026, representing a significant percentage drop from the previous year. In the United States, new foreign enrollment fell by 20% this past spring, with graduate programs seeing an average decline of 24%. While some demand is moving toward countries like Germany, Ireland, and Singapore, Chinese student arrivals in the US have fallen to approximately half of their 2018 peak.
