IPS emergency declaration faces Senate opposition in Paraguay

The Paraguayan Senate is considering a proposal to declare an emergency at the Instituto de Previsión Social (IPS) to address medicine shortages. However, the initiative faces significant opposition from lawmakers who fear the measure could bypass standard oversight. Senator Celeste Amarilla has criticized the proposal, arguing that declaring an emergency will not solve the lack of resources but could instead facilitate uncontrolled, non-competitive public spending and irregular personnel hiring.

Despite the legislative debate and a planned labor action by the national medical union, IPS authorities have stated that healthcare services will continue to operate normally. The institution emphasized that medical consultations, surgeries, and hospitalizations will proceed without interruption to ensure the continuity of care for insured citizens.
