Iran's IRGC signals shift toward offensive military doctrine

The Islamic Revolutionary Guard Corps (IRGC) is signaling a shift in Iran’s military doctrine from a defensive posture toward an offensive one. IRGC Political Deputy Brigadier General Yadollah Javani stated that while previous actions were defensive, the military is now adopting transformative approaches that may take on an offensive character to proactively neutralize threats.

Javani warned adversaries to anticipate ‘strategic surprises,’ noting that the new strategy focuses on ‘maximum deterrence.’ Under this mandate, defensive actions may be executed in an offensive manner to ensure security and neutralize threats before they materialize.

This strategic shift comes alongside remarks from Iranian Parliament Speaker Mohammad Ghalibaf, who claimed Tehran emerged victorious both militarily and politically from what he described as an ‘unjust war’ led by the United States and Israel.
