Islamabad Safe City: New ordinance imposes fines for surveillance damage

President Asif Ali Zardari has approved a new ordinance to protect Islamabad’s Safe City surveillance infrastructure. The law, passed on the advice of Prime Minister Shehbaz Sharif, aims to safeguard the capital’s camera network and ensure compensation for any damages incurred.

Under the ordinance, individuals who damage Safe City cameras or surveillance equipment, or those who incite such damage, can face financial penalties of up to Rs2 million per instance. The law also extends responsibility to organizers of public gatherings, such as rallies, protests, sit-ins, or strikes, if damage occurs during these events.

An authorized officer will determine the fine amount and repair costs after allowing the accused an opportunity to be heard. Decisions can be appealed before an Islamabad district and sessions judge within 30 days. Unpaid fines may be recovered as land revenue arrears, and all collected funds are designated for the repair or replacement of the surveillance system.
