E1 settlement project: Israel issues new tender for 2,167 housing units
Israeli authorities are advancing the E1 settlement project in the West Bank by issuing a new tender for 2,167 housing units. This move, scheduled to open for bidding on October 25, follows a previous tender for 1,234 units issued in August, effectively completing the marketing of all 3,401 residential units approved for the project. The E1 project, located between Jerusalem and the Maaleh Adumim settlement, covers approximately 12,000 dunams. Beyond housing, the plan includes a commercial and employment zone spanning roughly 1,355 dunams east of Anata. Rights groups, including Ir Amim and Peace Now, warn that the project could bisect the West Bank, severing geographic continuity between its northern and southern regions and isolating East Jerusalem from Palestinian territories.
While the Jerusalem District Court recently refused a request to freeze previous tenders, legal challenges against the overall E1 plan remain under review. Israeli Finance Minister Bezalel Smotrich has supported the plan, stating it would ‘bury’ a Palestinian state, while Palestinian officials and various international bodies have condemned the expansion as a violation of international law that undermines the viability of a future Palestinian state.
