Israel and Hamas negotiate second‑phase Gaza ceasefire roadmap

Israeli Prime Minister Benjamin Netanyahu is set to convene his cabinet to review the Gaza Peace Council’s newly announced roadmap for implementing the second phase of the Gaza cease‑fire agreement. The plan, endorsed by Hamas, outlines steps for reconstruction, weapons arrangements and the transfer of authority in the Gaza Strip, but its implementation depends on Israel fulfilling its first‑phase obligations.

Within the Israeli cabinet, right‑wing ministers such as Finance Minister Bezalel Smotrich and Settlement Minister Orit Strock have voiced opposition to the new roadmap. Hamas has said it is awaiting a written response from the council’s high representative, Nikolay Mladenov, before proceeding, and continues to stress that any progress must be tied to a halt to Israeli attacks and a clear timetable for Israeli withdrawal.
