Israel faces genocide accusations as Gaza ceasefire stalls and reconstruction plans falter

After the main phase of the Gaza war ended in October 2025 and a ceasefire was declared, various UN bodies, governments and anti‑Israeli groups have continued to accuse Israel of genocide. Legal experts note that the crime of genocide requires proof of specific intent to destroy a protected group, a standard the recent International Association of Genocide Scholars resolution failed to meet, with only a minority of members participating in the vote.

The UN Security Council’s Resolution 2803, adopted to implement a twenty‑point cease‑fire plan, promised the release of hostages, increased humanitarian aid and a pathway to Palestinian self‑governance in Gaza. In practice, Israeli strikes have killed more than a thousand Palestinians since the truce, the Israeli military now controls about 80 % of the territory, and roughly 90 % of civilian infrastructure remains destroyed. Proposed post‑war arrangements—including “alternative safe communities” under military control or redevelopment of the rubble into luxury resorts—have drawn criticism for lacking genuine Palestinian self‑determination.

The continued violence, humanitarian shortages and disputed reconstruction schemes underscore the gap between the cease‑fire agreement’s stated goals and the on‑ground reality.
