Technical negotiations in Rome recently concluded with military delegations agreeing on operational parameters, common maps, and a roadmap for establishing pilot zones. These zones are intended to facilitate the gradual withdrawal of Israeli forces and the subsequent deployment of the Lebanese army.

However, tensions have risen following statements by Israeli Defense Minister Israel Katz, who asserted that Israeli forces will not withdraw from security zones in southern Lebanon, Syria, or Gaza. The United States has responded by stating that a permanent Israeli military presence in southern Lebanon would be inconsistent with the framework agreement and violates Lebanon's sovereignty. Washington has emphasized its support for Lebanon's territorial integrity and expects all parties to adhere to the signed commitments.

While the framework agreement includes provisions for the disarmament of Hezbollah, the group continues to reject the deal. Despite a ceasefire in place since June, precision strikes by Israel in Lebanon have continued, causing delays in the diplomatic process. A new round of political talks is scheduled to take place in Rome in early September, with ongoing discussions expected in Beirut, Jerusalem, and Washington.
