Lebanon-Israel conflict: Diplomatic friction and escalation

Overview

Diplomatic efforts to implement the June framework agreement remain fraught as military hostilities and territorial incursions persist. While Lebanese President Joseph Aoun has sought international support, he has formally accused Israel of violating the agreement through continued shelling and property destruction.

By mid-September 2026, military operations have intensified. The Israel Defense Forces (IDF) have claimed operational control over the strategic Ali al-Taher heights. Recent Israeli airstrikes in Kfar Rumman caused significant casualties, including women and children. In a notable diplomatic development, Israel and Lebanon are scheduled to hold negotiations in Rome on September 16 and 17. These talks aim to establish a force to verify if designated pilot areas have been cleared of Hezbollah presence, following the June 26 Washington framework agreement. Lebanese Foreign Minister Youssef Rajji characterized these U.S.-sponsored negotiations as the most effective way to compel an Israeli withdrawal to internationally recognized borders.

Despite these talks, military activity continues. Israel has conducted airstrikes in Mansouri and Bint Jbeil. Additionally, a seismic event of 4.1 magnitude was recorded in southern Lebanon following the Israeli military’s destruction of Hezbollah underground infrastructure in the Ali at-Taher mountain range. The United States Embassy in Lebanon has reiterated that decisions regarding war and peace must belong solely to the Lebanese state through its official armed forces.
