Israel plans to move Palestinians into fenced “humanitarian shelters” in Gaza

Israeli newspaper Israel Hayom reports that the so‑called “Board of Peace” overseeing life in the Gaza Strip will soon relocate Palestinians to fenced “humanitarian shelters” outside Hamas‑controlled areas, beginning near the destroyed city of Rafah. The camps are to be overseen by multinational forces under the Board’s management, according to the 2026 report.

Israeli Energy Minister Eli Cohen said Israel aims to expand its control of Gaza to 100 %, noting that the IDF already occupies about 70 % of the Strip. Officials have discussed rebranding the relocation scheme as a “plan for free movement” and are seeking foreign partners to manage the shelters and potentially accept displaced Palestinians abroad. Netanyahu has been quoted as looking for nations willing to take the Gaza population.
