Israel refuses to set new withdrawal zones in southern Lebanon
Israel has refused to define new zones for the withdrawal of its troops from southern Lebanon until it can verify that Lebanese armed forces have effective control over the two pilot zones established under the June framework agreement. The seventh round of Israel‑Lebanon talks was held in Rome under U.S. mediation, with the U.S. State Department describing the negotiations as “positive” and saying the parties are “much closer” to expanding the pilot‑zone process.
The agreement calls for the Lebanese army to deploy in the pilot zones – the first deployment began on 21 July in Zawtar al‑Garbiya and has since been extended to a second zone – and for Israeli forces to withdraw, contingent on the disarmament of Hezbollah. Hezbollah has rejected the deal and refuses to lay down its weapons, while Israel has carried out strikes on Hezbollah infrastructure in southern Lebanon in retaliation for the death of two Israeli soldiers. Talks are slated to resume in early September, with discussions on which countries could supervise implementation of the agreement.
