Istanbul Health Authority Imposes 473 Million Lira Fines on Private Clinics

Istanbul’s provincial health director Abdullah Emre Güner said inspections of public, private and university health facilities continued 24 hours a day, with more than 12,000 checks carried out in the first six months of 2026, including 4,000 extraordinary inspections.

The inspections resulted in administrative fines totaling 473 million Turkish lira for violations such as non‑compliant facilities, improper billing, malpractice claims and patient complaints. Fines may be accompanied by closure orders and criminal investigations coordinated with prosecutors.

Complaints were received via WhatsApp hotline, social‑media accounts, CİMER and written petitions, and the inspections use a “double‑blind” system where neither the inspected facility nor the audit team knows the assignment in advance, intended to ensure impartiality.
