Istinomjer report shows low fulfillment of political promises in Bosnia and Herzegovina

The organization Istinomjer has released a report monitoring the fulfillment of 1,047 pre-election promises and post-election measures across various levels of government in Bosnia and Herzegovina for the 2022–2026 mandate.

Overall, only 154 promises, or 14.7 percent, were fully or largely realized. The Council of Ministers of Bosnia and Herzegovina showed the weakest performance among monitored levels, with 118 promises remaining unfulfilled. In the Federation of Bosnia and Herzegovina, 13.7 percent of promises were fulfilled, while the Sarajevo Canton saw a 26.3 percent fulfillment rate regarding its parliamentary majority program. In Republika Srpska, approximately 14 percent of the 106 monitored promises were met before monitoring concluded early due to the end of the Radovan Višković administration's mandate.

While some progress was noted in the area of the rule of law—specifically regarding the Law on Prevention of Conflict of Interest and amendments to the High Judicial and Prosecutorial Council (VSTV) Law—broader judicial reforms expected by the European Union have not occurred. Similar stagnation was observed in foreign policy sectors.
