Political accountability monitoring in Bosnia and Herz

Overview

Monitoring reports from the organization Istinomjer indicate low levels of political accountability in Bosnia and Herzegovina regarding the 2022–2026 mandate. An initial report found that only 14.7 percent of 1,047 monitored pre-election promises and post-election measures were fully or largely realized. The Council of Ministers showed the weakest performance, and while some progress was noted in the rule of law, broader judicial and foreign policy reforms expected by the European Union have stagnated.

Subsequent monitoring of specific anti-corruption, transparency, and institutional integrity promises revealed that out of 54 such commitments, only three were fully fulfilled and five were largely fulfilled. Although the adoption of the Law on the Prevention of Conflict of Interest and the establishment of a centralized public procurement system were noted as progress, 46 anti-corruption promises remained either partially fulfilled or unrealized.
