Italian architects warn PNRR construction deadlines could leave public works unfinished

The Order of Architects, planners, landscape designers and conservators of the province of Pescara warned that the tight deadlines imposed by Italy’s National Recovery and Resilience Plan (PNRR) threaten the quality, safety and financial stability of ongoing construction projects. President Dante Pallotta said, "forcing sites to work at frantic speeds to meet too‑short deadlines risks compromising execution quality and safety". He noted that without adequate time, projects may generate endless disputes and heavy fiscal imbalances for municipalities and firms, while professionals face labor shortages, rising material costs and bureaucratic bottlenecks. A recent conference of the national architects’ orders in Rome signaled a possible, limited extension of PNRR timelines.

Macerata’s assessor for public works, Andrea Marchiori, echoed concern over funding but expressed confidence that the administration will secure finance from regional, national and EU sources. He pointed to completed works such as a new underpass and said, "We will find money elsewhere". Marchiori emphasized that the local government’s capacity to plan and execute large‑scale projects remains strong despite the challenges posed by the PNRR framework.
