Italian cities increase fines for electric scooter violations
Italian cities Pavia and Turin have reported a significant increase in traffic fines targeting electric scooter users following the implementation of new mobility regulations.
In Pavia, local police issued 100 fines during the first 25 days of August. The most frequent violations involve riding without a helmet, lacking mandatory insurance, and riding on sidewalks. New rules require scooters to have an identification mark as of May 17 and civil liability insurance as of July 16.
In Turin, enforcement has been even more extensive. Between July 16 and August 16, local police issued 2,887 fines related to electric scooters and bikes. This includes 822 citations for irregular parking, 626 for lack of a helmet, 611 for lack of insurance, and 430 for missing license plates. The crackdown follows recent Highway Code reforms requiring both license plates and insurance for electric scooters.
