Italy’s mandatory civil‑liability insurance, registration plate and helmet requirement for private electric scooters took effect on 16 July 2026. The scheme, costing roughly €511.98 in the first year for purchasers and €274.68 for daily renters, has seen only about 60 000 scooters insured – 6 %‑7.5 % of the estimated 800 000‑1 000 000‑unit fleet. Annual premiums range from €90 to €250, and fines for non‑compliance vary between €100 and €800.
Police spot‑checks have continued nationwide. In Romano di Lombardia, intensified summer checks on 28 July resulted in 63 speeding tickets and 43 e‑scooter violations: 26 riders without helmets, 10 without plates, five lacking insurance, one underage and one under the influence of drugs. Similar controls have been recorded in Biella, Mantova, Modena, Cremona and other towns.
Reckless riding in pedestrian zones has prompted further concern. In Novellara a minor on a high‑speed scooter grabbed a passerby’s neck, leading to a personal‑injury complaint. In Positano a video of a scooter racing through the pedestrian‑only Via dei Mulini sparked social‑media backlash and calls for stricter sanctions. Authorities stress the need for enforcement to protect public safety.
Consumer group Federconsumatori continues to urge greater competition among insurers and easier helmet access for renters, warning that high costs could further limit adoption.
