Italian cooperatives urge government to release beach concession guidelines

Legacoop Romagna and Federcoop Romagna are pressuring the Italian government to release the national “bando-tipo” (standard tender document) for beach concessions. The document is intended to provide a uniform regulatory framework for over 600 coastal municipalities to manage maritime state property.

Despite previous promises from the Ministry of Infrastructure and Transport to release the guidelines by March or July, the document remains stalled in the Unified Conference. This delay creates uncertainty for local administrations and businesses. Following Council of State decisions, current concessions expired at the end of 2023, with a final deadline of September 30, 2027, to complete new bidding processes.

In the absence of national guidelines, approximately 10% of coastal municipalities have already begun independent bidding procedures. In regions like Emilia-Romagna, local authorities and cooperatives have attempted to coordinate priorities, such as lifeguard services and the role of cooperatives in the tourism model, but officials warn that without a national synthesis, the process risks fragmentation across different territories. In Cesenatico, local offices have already begun preparatory work and implemented a freeze on new building permits for structures within beach concessions to prepare for future reorganization.
