The model specifies that awards must be based on the “most economically advantageous tender,” prioritizing the best quality-to-price ratio and potentially including premium criteria for small and medium-sized enterprises. To ensure continuity, the draft includes compensation for outgoing concessionaires for unamortized investments and fair remuneration for investments made within the last five years.

However, the National Association of Italian Municipalities (ANCI) has expressed opposition, arguing the model imposes an “excessive administrative burden and procedural risks” on local municipalities while revenues would be directed exclusively to the State. Meanwhile, regional efforts to delay deadlines are emerging. In the Marche region, authorities are mapping beaches to demonstrate a “non-scarcity of the resource” in an attempt to push mandatory tender deadlines from 2027 to 2028. Additionally, in Comacchio, the Cna association is advocating for tender requirements based on quality rather than price increases to protect local entrepreneurs.
