Italian government extends validity of paper ID cards

The Council of Ministers approved Decree Law 108, extending the legal effectiveness of non‑expired paper identity cards in Italy until their natural expiry date. The extension applies to interactions with public administrations, health, social security, postal services, and financial institutions, as well as contracts concluded before the original deadline of 3 August 2026. However, the paper card will no longer be accepted for travel abroad after that date; only the electronic identity card (CIE) will be valid for crossing EU borders.

Temporary measures allow the paper card to be used domestically until 31 January 2027. If the electronic card cannot be issued in time, municipalities may issue a provisional identity document, valid for up to six months and non‑renewable, which can be used for travel but may not be recognized by all destination states. Officials urge citizens and companies to transition to the electronic CIE to avoid disruptions in international mobility and corporate travel.
