Italy urges EU to tie trade benefits to migrant returns after Ceuta crisis
More than 70,000 migrants entered the Spanish enclave of Ceuta from Morocco in late July, and at least 75 people died trying to reach the territory. The surge prompted an extraordinary video conference of EU interior ministers on 4 August, during which the Union expressed “strong solidarity” with Spain and offered condolences for the victims.
Italian interior minister Matteo Piantedosi opened the meeting by declaring “sincere solidarity” with Spain and stressing that Italy’s temporary reinstatement of internal air and maritime border controls is a precautionary, organisational measure, not a move against Spain. He also announced Italy’s proposal to link EU trade benefits to third‑country cooperation on migrant returns, specifically targeting Morocco, using a “conditionality” approach.
The ministers did not adopt any binding decisions; they set priorities for strengthening external borders, combating traffickers and improving repatriation mechanisms, and agreed to revisit the issues at the next summit in October. The EU’s stance remains one of shared responsibility for external border security while the debate over funding new migration hubs continues.
