Italian municipalities ban balcony pet exposure in summer heat
The town of Pachino in Sicily approved Ordinance No. 26 on 25 June 2026, signed by Mayor Giuseppe Gambuzza. The measure, in force until 30 September 2026, prohibits keeping dogs, cats and other pets on balconies, terraces, verandas or any outdoor area directly exposed to sunlight between 07:00 and 20:00 when temperatures become hazardous. Owners must provide constant fresh water, adequate shade and ventilation; violations carry fines of €25‑€500 and may lead to criminal charges for animal mistreatment.
A day earlier, Solarino issued a similar ordinance signed by Mayor Tiziano Spada. Effective immediately, it bans placing pets on balconies, terraces, courtyards or other external spaces from 11:00 to 18:00 during periods of high heat without permanent shade. The rule also requires owners to ensure water availability and proper sanitary conditions. Local police, the municipal veterinary service and other law‑enforcement bodies are tasked with monitoring compliance and imposing administrative penalties for breaches.
