Italian municipalities excluded from new mountain law convene in Bologna

The National Association of Municipalities, Communities and Mountain Entities (Uncem) hosted a meeting at the Legislative Assembly of the Emilia‑Romagna region in Bologna, bringing together mayors from more than 600 Italian municipalities that lost their "mountain" status under the new Mountain Law No. 131/2025. The gathering, attended both in person and remotely, aimed to build a common front among local authorities, regions, parliament and political forces to address the reform’s impact on public services such as schools, health care, transport, infrastructure, environmental protection and energy transition.

Uncem’s national president Marco Bussone warned that the new criteria could create fractures between territories that share historical, economic and service ties, and urged faster coordination with regional governments and the national administration. The association highlighted the relevance of the issue for the upcoming 2027 political debate and called for a strong, unified response to safeguard territorial cohesion and service continuity.
