Italy mountain law reclassification protests

Overview
The mountain‑municipality law (Law 131) published 10 July 2026 triggered a wave of protests. Local officials in Abruzzo warned that dozens of towns could lose EU and state funding, face school closures and lose other subsidies. The same day seven Umbria municipalities appealed to the Lazio Administrative Court, arguing that the altitude‑only criteria ignored road isolation, depopulation and service scarcity required by the constitution.
In Ravenna province, Brisighella lost its mountain status while Modigliana gained it, prompting criticism of Minister Roberto Calderoli’s decree and of Senator Marta Farolfi for insufficient notice. Deputy Luciano D’Alfonso said 27 Abruzzo communes had been stripped of the special funding regime, jeopardising schools, agricultural tax relief and primary‑care incentives, and called for a parliamentary debate.
On 23 July Calderoli met mayors and community leaders in Valle Camonica, presenting the law’s incentives – baby‑bonus payments, housing grants, health and school support, and funding for agriculture and young entrepreneurs – and held a session titled “The Mountain of the Future”. The meeting underscored the government’s aim to make mountain territories viable and curb depopulation.
A decree issued 11 May, effective 22 July, redefined the classification based on average altitude and slope, removing many long‑standing mountain communes from the map. The Rifondazione Comunista federation denounced the loss of status for Sassetta in Tuscany and highlighted similar exclusions in Calabria (Scala Coeli, Terravecchia, San Demetrio Corone, Benestare). The ministry stressed that removal does not automatically revoke existing financial incentives, but the debate over funding and service cuts continues as the 2026 national elections approach.
