Italian municipalities face financial crisis as Sicily reports high default risks

A report by the Corte dei Conti highlights a deepening financial crisis among Italian local authorities, with a particular focus on the critical situation in Sicily and the fragility of San Giorgio a Cremano.

In Sicily, nearly half of the municipalities are either in a state of financial collapse or facing a high risk of default. The Corte dei Conti identified institutional inefficiencies caused by overlapping jurisdictions between the Regional government and the State, which slow down recovery procedures and prolong emergency states.

In San Giorgio a Cremano, financial indicators show severe fragility. The municipality's reliance on bank liquidity has become structural, with treasury advances projected to reach 50 million euros annually. The town faces a significant gap between cash on hand—less than 750,000 euros—and 66 million euros in active credits, much of which is deemed difficult to collect. Additionally, the municipality continues to struggle with off-balance sheet debts arising from legal disputes and historical waste management costs.
