Financial and administrative crisis in Italian local gov

Overview

Italian municipalities continue to face significant administrative and financial challenges, particularly within the Sicilian region. While previous assessments by Libera highlighted transparency gaps regarding assets confiscated from organized crime in Sicily, a September 2026 report titled ‘RimanDATI’ found that 51 out of 208 Sicilian recipient municipalities are entirely non-compliant with transparency requirements. While national compliance is improving, a geographic divide persists: Northern Italy shows an 88.5% compliance rate compared to 75% in the South and Islands.

A deepening fiscal crisis remains a central issue. Data from the Unimpresa Study Center, based on Court of Auditors figures, confirms Sicily as the Italian region most affected by municipal financial distress. As of late 2025, Sicily accounted for 110 active insolvency and financial rebalancing procedures, representing 22.7% of the 485 total cases recorded across Italy.

An October 2026 Corte dei Conti report indicates the crisis is intensifying, noting that nearly half of Sicilian municipalities are either in a state of financial collapse or facing a high risk of default. The report identifies institutional inefficiencies caused by overlapping jurisdictions between the Regional government and the State as a factor slowing recovery. In San Giorgio a Cremano, severe fragility is evidenced by a structural reliance on bank liquidity, with treasury advances projected to reach 50 million euros annually.

Administrative tensions are also rising in Sicily. In Sciacca, disputes have emerged over municipal contracts involving family members of a councilor, while in Trapani, the revocation of 300,000 euros intended for disability support projects has led to calls for accountability. Additionally, Sicilian Regional Assessor Edy Tamajo has called for the transition of municipal workers from part-time to full-time contracts to address structural imbalances in over one hundred struggling municipalities.
