Italian municipalities face funding risks as PNRR nears conclusion

Italian municipalities are expressing concern regarding the future of urban development following the conclusion of the National Recovery and Resilience Plan (PNRR). As the current plan nears its end, local authorities face potential funding gaps, shifting the focus toward European cohesion funds for the 2028–2034 programming cycle.

Data from IFEL – Fondazione ANCI highlights that municipalities are the primary implementers of PNRR resources, managing over 83,000 projects totaling 24.5 billion euros. Experts suggest a debate is emerging between a centralist approach and one that grants cities a more significant role in territorial programming.

In the Calabria region, implementation challenges have been highlighted, with reports indicating that the region ranks second to last in Italy for PNRR execution. Currently, only 15.6% of projects in Calabria are completed, leaving approximately 5.2 billion euros stalled due to bureaucratic delays and administrative issues.
