Italian officials tighten migrant oversight in Trapani and court ruling reshapes residence permit rules

On 13 July 2026 the Prefect of Trapani and the Extraordinary Commissioner of the ASP signed an addendum to an existing protocol governing the Centre for Permanent Residence (CPR) in Trapani. The amendment aims to improve and speed up assessments of foreign detainees’ eligibility to remain in a restricted community, with particular attention to cases of drug addiction and mental vulnerability.

Separately, a 2023 decision by Italy’s Constitutional Court (sentence no. 88) declared unconstitutional the automatic prohibition on renewing residence permits for foreigners convicted of drug‑related offences. The Court requires authorities to evaluate each case individually, considering factors such as the seriousness of the offence, length of stay, and family circumstances. This ruling challenges existing immigration enforcement practices and may affect how similar cases are handled nationwide.
