Italian towns Angri and Bastia Umbra split on debt‑forgiveness 'rottamazione quinquies

The municipal council of Angri approved, with unanimous support, the town's participation in the national "rottamazione quinquies" programme, which allows residents to regularise old municipal tax debts by paying only the principal and eliminating penalties, interest and fees. The measure, endorsed by Mayor Alfonso Scoppa, will be implemented through an online application period from 16 October 2026 to 15 December 2026, with payments due by 31 March 2027.

In contrast, the council of Bastia Umbra rejected the same programme. The centre‑right coalition, citing a proposal put forward by Fratelli d'Italia, criticised the decision as a missed opportunity to help taxpayers and improve revenue collection. The opposition noted that other Umbrian municipalities have adopted the scheme, leaving Bastia Umbra as the only local authority in the region not to join.

Both cases illustrate differing local political stances on the government's debt‑forgiveness tool for municipalities.
