Overview

Following the 2026 budget law, the Rottamazione‑quinquies scheme lets taxpayers settle municipal debts from 2000‑2023 by paying only principal and notification fees, with penalties and interest waived. The first‑installment deadline is 31 July 2026, with a five‑day grace until 5 August for lump‑sum or final‑installment payments. Payments can be made via banks, post offices, ATMs, PagoPA, the Agenzia delle Entrate‑Riscossione portal or the Equiclick app.

After the initial rollout in late June, dozens of comuni opened online application windows (16 Oct‑15 Dec 2026) and set final payment due by 31 Mar 2027, optionally in up to 54 installments at 3 % annual interest from 1 Apr 2027. Municipalities such as Casoria, Frosinone, Avellino, Messina and others have published timelines and posted instructions by mid‑October.

In late July, councils in Trani and Montefiascone prepared votes on joining the programme, while the July 31 deadline was reiterated nationwide. Early August saw the deadline formally extended to 5 August and the town of Taormina confirmed participation. Meanwhile, Angri approved the scheme, whereas Bastia Umbra rejected it, highlighting divergent local political views.
