Italy and France oppose EU ban on former Russian combatants

Italy and France have expressed scepticism toward the European Commission’s proposal to bar entry into the EU for Russians who served in the war in Ukraine. Both governments argue that the measure could set a precedent for a broader ban on Russian citizens and contend that visa rules, rather than sanctions, are a more appropriate tool. They also warn that verifying whether an individual fought in Ukraine would place a heavy administrative burden on member states.

The proposal is part of the EU’s 21st sanctions package aimed at Russia, which also includes measures on oil price caps, financial restrictions and trade controls. Adoption of the ban requires a unanimous Council vote by the July 15 deadline, and discussions are ongoing in the Coreper under the current Cypriot presidency.
