Campi Flegrei: Italy approves billion-euro decree and ten-year commissioner plan
The Italian Council of Ministers has approved a new decree-law to manage the bradyseism phenomenon in the Campi Flegrei region. The plan introduces a ten-year extraordinary commissioner structure to provide stable coordination and long-term planning for the territory.
Roberto Fico, the President of the Campania Region, will lead the commissioner structure. The initiative aims to shift from emergency-based management to a structural prevention strategy. The government has committed over one billion euros over the next decade to address the issue.
Key measures include: • Funding for the repair and requalification of public and private buildings. • Contributions of up to 30,000 euros for urgent restoration works. • Financial aid for reducing building vulnerability, with access based on ISEE levels. • Suspension of tax and fiscal obligations. • Suspension of mortgages until December 31, 2027. • Extension of lease contracts to support affected families.
While the commissioner will oversee structural interventions and building safety, the Civil Protection department will retain responsibility for risk monitoring, alerts, and emergency planning.
