Italy begins distribution of provisional identity documents

Italian Prefectures have begun distributing new provisional identity documents to municipalities to address the loss of travel validity for traditional paper identity cards. This measure, established by decree-law 108/2026, aims to ensure continuity as the country transitions from paper to electronic identity cards (CIE).

These provisional documents are intended strictly for urgent cases where citizens need to travel abroad while awaiting their electronic cards. The provisional documents are valid for a maximum of six months and cannot be renewed. To receive one, citizens must simultaneously schedule an appointment to obtain their permanent electronic identity card and are required to return the provisional document once the electronic version is ready.

While paper identity cards can still be used for domestic purposes and accessing essential services within Italy until January 31, 2027, they are no longer valid for international travel. The electronic identity card, used alongside a passport, remains the standard document for travel abroad.
