Italy center-right coalition revisits electoral law agreement

The Italian center-right majority is considering revisions to its electoral law agreement before amendments are presented to the Senate commission on September 1. Party representatives may meet in person or via video call to resolve remaining points of contention.

While the introduction of voter preferences with blocked lead candidates remains a core component of the plan, two specific issues are under review. First, lawmakers are examining the constitutionality of the anti-fragmentation rule, which dictates that votes for coalition lists failing to reach a 3% threshold do not count toward the national coalition total, except for the ‘best loser’.

Second, the coalition is debating gender representation rules for lead candidates. The current agreement applies gender alternation starting from the second position on the list, excluding the first. This has faced criticism from female deputies who argue the rule penalizes women's representation.
