Italy political instability & electoral reform July 2026

Overview

April 2026: Economy Minister Giancarlo Giorgetti warned of a recession, prompting the centre‑right to push a fiscal‑rule amendment and an electoral overhaul that would boost the majority‑bonus and block party lists. Late June the Chamber approved the “Melonellum” reform and fast‑tracked the “Stabilicum” bill, granting a large seat premium to the winning coalition and scrapping preferential voting; opposition called it a “soft coup” and protests erupted in Rome.

Early July the centre‑left rebranded as the “Alliance for the Constitution and Democracy”. Prime Minister Giorgia Meloni cited strong macro‑economic results and pledged a revised electoral law by September. President Valter Quercioli set a goal to raise industry’s share of GDP to 20 %. PD senator Francesco Boccia warned that ending preferential voting could cut women’s parliamentary share, sparking debate over a “Bignami‑bis” amendment. A mass rally in Naples on 7‑8 July was briefly disrupted by far‑left activists; Mario Conte mediated while Meloni expressed solidarity. Former premier Matteo Renzi criticised the centre‑left’s shift.

On 10 July the centre‑right proposed “fuorisede” lists for temporarily‑resident citizens, to be debated on 14 July. By 13 July the coalition raced to meet a deadline, with Fratelli d’Italia, Noi Moderati and UDC offering a blocked‑list leader plus up to three gender‑alternating preferences; Lega and Forza Italia opposed any preference mechanism. The Chamber resumed debate on 14 July and the amendment to introduce preferential voting was rejected by a single vote (188‑187), a setback for the government. Meloni denounced the result as “the swamp has won again”, while opposition parties called for the government’s resignation and early elections. The next day Vice‑premier Antonio Tajani claimed the opposition was in crisis and stressed the coalition’s cohesion; Senate President Ignazio La Russa warned the Senate could correct the vote if procedural issues were proven.
