Italy ends overseas use of paper ID cards from August 2026

From 3 August 2026 Italy will no longer accept the traditional paper identity card for travel abroad, aligning with European Union security standards. The paper card will remain valid for identification within Italy until 31 January 2027 and can still be used for public‑administration, health, insurance, banking and postal services, as well as for existing contracts signed before the transition.

Around five million paper cards are still in circulation, so the government introduced a transitional period to avoid forcing citizens and businesses to update documents immediately. For any journey outside Italy after the August deadline, travelers must hold the electronic identity card (CIE) or a passport. Temporary municipal documents may be accepted by some countries, but acceptance varies. The change was highlighted by Assoutenti president Gabriele Melluso, who warned of possible confusion during the summer travel season.
